RULES FOR NORTHERN COUNTIES SENIORS' LEAGUE
- Each County will play each other County. The County team will consist of 12 players, who will play 6 Greensomes games and 6 Fourball games.
- A County winning a match will score 1 point in the League, and a halved match will score 1/2 point for each County. The county winning the most points in the year will hold the Northern Counties Salver for the following year, and the Salver will be presented on a date and occasion to be chosen by the winning County.
- If two Counties have equal points at the end of the year, the winning County shall be the one which has won the larger number of individual games in all of its League matches (halved games counting as half a point). If there shall still be a tie, then the winning County shall be decided by the result of the match bdetwdeen the respective Counties.
- If three or more Counties have equal points at the end of the year, the winning County shall be the one which has:
- won the greatest number of individual games in all its League matches, or
- if there shall still be a tie between three or more of those Counties, the County which has won the greatest number of individual games in matches between the tied Counties
- if there shall still be a tie between two of the counties then the winning County shall be decided by the result of the match between the respective Counties (and if that match was halved, then the League title will be shared between them)
- if all the above fail to establish a winner, then the title shall be shared between the three or more Counties concerned.
- To be eligible to play in a County team, a player must be qualified in accordance with the contions for the English Seniors' County Championship (set out in the English golf Union Year Book)
- Exchange of teams, in playing order, shall be made before each match by County Secretaries, or their representative. After the exchange, a substitution of a reserve will be allowed if a player is ill or unavailable. Re-instatement of the original player who was ill or unavailable is not permitted.
- In the event of a match being rained off or cancelled for any reason, or if all the greensomes and all the fourball games are unfinished, it shall be considered a halved match (1 point to each County, and counting 6 games each).
- In the event of either all or part of the greensomes or fourball games being rained off or cancelled for any reason, then the match result shall be decided by the greensomes and fourball games which have been concluded, so long as either all the foursomes or all the fourballs have been finished. In such a case all unfinished games, or games not played, shall be deemed to be halved.
- In the event of play being suspended for any reason, it shall only be restarted if:
- during the greensomes, there is sufficient time for all games to be concluded by 14.30 hours, on the basis of a game taking 12 minutes per hole, or part of a hole.
- during the fourball, there is sufficient time for all games to be concluded by 19.30 hours, on the basis of a game taking 12 minutes per hole, or part of a hole.
- All greensome games shall be played over 9 holes and all fourball games shall be played over 18 holes but in the event of adverse weather conditons or state of the course, and if no play has commenced in either the greensomes or fourballs, a stipulated round of not less than 9 holes may be agreed by Captains of the County teams for either the greensomes or the fourball games, and shall count for a match result.
- The Captains of County teams decide:-
- any point that may arise regarding a match
- any point which may arise during any game where the players fail to reach agreement. NOTE: Any faulty decision concerning the Rules of Golf only, arrived at under this clause, may be rescinded or rectified if absolute proof becomes available that an incorrect decision has been reached, and then only if such comes to light prior to the result of the game being declared, and its correction is permitted by the Rules of Golf (e.g. providing a claim has been made by a player prior to playing from the next tee, or a the last hole before all players in the match have left the putting green -Rules of Golf Decision 2-5/2) .
- when and if play should be susp[ended, abandoned or restarted (except when a player in a game has invoked the provisions of Rules of Golf 6-8(a) (ii-iv). NOTE: The Captains shall not over rule any decision bny officials of the host club whomay suspend or abandon play in the event of weather affecting the condition of their course. If the Captains of County teams fail to agree on any point, or are not available for any reason to decide any matter, the County President (or acting President for the day) of the host County shall decide the issue and his decision shall be final.
- Advice in matches is permitted in accordance with the Note to Rule 8.
- Conforming Driver Heads. Any driver the player carries must have a clubhead, identified by model and loft, that is named on the current List of Conforming Driver Heads issued by the R&A. Exception: A driver with a clubhead that was manufactured prior to 1999 is exempt from this condition. Penalty for carrying, but not making stroke with, club or clubs in breach of condition: Match play - At the conclusion of the hole at which the breach is discovered, the state of the match is adjusted by deducting one hole for each hole at which a breach ocurred; maximum deduction per round - Two holes. *Any club or clubs carried in breach of this condition must be declared out of play by the player to his opponent in match play or his marker or a fellow competitor in stroke play immediately upon discovery that a breach has occurred. If the player fails to do so, he is disqualified.
- Distance-Measuring Devices: In all Northern Counties' Tournaments a player may obtain distance information by using a device that measures distance only. If, during a stipulated round, a player uses a distance-measuring device that is designed to gauge or measure other conditions that might affect his play (e.g. gradient, windspeed, temperature, etc.), the player is in breach of Rule 14-3, for which the penalty is disqualification, regardless of whether any such additional function is actually used.
